Afacerea costă 1.262.000 de euro cu TVA și este finanțată din bugetul Primăriei Brașov. Contractul de proiectare și de lucrări a fost încheiat, la finalul lunii trecute, cu societatea Flash Lighting Service SA, entitate deținută de un offshore din Cipru și de omul de afaceri bucureștean Bogdan Gabriel Sandu. Acesta din urmă a fost trimis, în 2018, în judecată de către procurorii DNA în celebrul dosar al retrocedărilor ilegale de terenuri intravilane din Constanța și Mamaia, dosar în care fostul edil, Radu Mazăre, a fost condamnat la 9 ani de închisoare. Bogdan Gabriel Sandu a primit, la rândul său, patru ani de închisoare, prin aceeași sentință pronunțată, în anul 2019, de Înalta Curte de Casație și Justiție.
Afacerea stâlpilor de iluminat a celor două pârtii din Poiana Brașov a fost pusă la cale de primăria condusă de Allen Coliban încă din data de 12 mai 2022, când, în calitate de autoritate contractantă, instituția a publicat pe SEAP (Sistemul Electronic al Achizițiilor Publice) un anunț de participare, prin intermediul căruia făcea cunoscută intenția de a contracta lucrări aferente realizării iluminatului public pe pârtiile de schi „Lupului” și „Drumul albastru”.

Sursa de finanțare a afacerii sunt „fondurile bugetare”, potrivit acestui anunț.
Conform documentației de atribuire, pentru acest contract, instituția condusă de Allen Coliban a pus la bătaie un buget estimat inițial la 5.228.252,82 de lei fără TVA, ceea ce, cu tot cu TVA, însemna 6.221.620,9 lei cu TVA inclusă.
La licitația organizată, în acest sens, a fost primită o singură ofertă considerată admisibilă, iar, la data de 22 noiembrie 2022, municipalitatea a și atribuit contractul nr. 309.2022, în valoare finală de 5.199.996 de lei fără TVA, respectiv de 6.187.995,2 lei cu TVA inclusă (1.262.856,2 euro).
