„Am început procedurile în mai multe programe esenţiale de înzestrare pentru Armata României, aflate în prezent în diferite faze de realizare. Intenţia noastră în acest domeniu este implicarea cât mai mare a industriei naţionale de apărare prin operaţiuni compensatorii de tip offset.
În programul sisteme de rachete sol – aer cu bătaie mare, cunoscute ca Patriot, care are ca obiectiv achiziţia a şapte sisteme de rachete sol – aer cu bătaie mare, (…) a fost făcută prima plată în valoare de 745 de milioane de dolari în luna decembrie a anului trecut, iar Departamentul de Apărare al SUA a atribuit deja contractul de începere a construcţiei primei unităţi Patriot pentru România. Urmează ca în luna septembrie a acestui an să fie făcută a doua plată, în valoare de 2.486 de miliarde de lei, practic plătim cel de-al doilea sistem”, a explicat Fifor, într-o conferinţă de presă, cu prilejul prezentării bilanţului activităţii din primul semestru al acestui an.
El a precizat că România doreşte să achiziţioneze trei sisteme de lansatoare multiple de rachete cu bătaie mare HIMARS, Fifor amintind că în luna februarie s-a făcut plata pentru primul sistem, în valoare de 409.434.586 de dolari.
De asemenea, ministrul Apărării a arătat că pentru cele 227 de transportoare blindate pentru trupe 8 X 8 primele plăţi s-au realizat tot în februarie, în valoare de 142.707.217 de euro.
„Începând din acest an vom realiza gradual producţia şi integrarea transportorului blindat în ţara noastră. MApN va fi dotat cu facilitatea de mentenanţă care să asigure necesităţile de întreţinere pe întreaga durată de viaţă a echipamentelor şi vor fi puse la dispoziţie simulatoare pentru instruirea în condiţii optime a echipajelor ce vor deservi aceste echipamente”, a precizat Mihai Fifor.
Ministrul Apărării a menţionat că din offsetul acestui program se modernizează Uzina Mecanică Bucureşti, unde vor fi produse aceste camioane. Potrivit ministrului, din cele 36 de vehicule militare care vor fi recepţionate anul acesta, şase vor fi asamblate la Uzina Mecanică Bucureşti.
Mihai Fifor a mai spus că în ceea ce priveşte cele patru Corvete multifuncţionale a fost iniţiată deja procedura de achiziţie şi că valoarea estimată la finalul programului este de 1,6 miliarde de euro. El a susţinut că offsetul de la acest program va fi folosit pentru modernizarea celor două fregate româneşti.
Pentru programul privind bateriile de coastă, ministrul Apărării a precizat că valoarea estimată este de minimum 137 de milioane de euro fără TVA. El a amintit că, recent, a fost aprobată şi a fost iniţiată procedura de atribuire a contractelor de achiziţie a platformelor de transport auto multifuncţionale pe roţi şi pentru modernizarea IAR Şoim. În acest context, Fifor a declarat că necesarul de platforme de transport la MApN este de 13.963 de unităţi şi că achiziţia se va realiza etapizat, în prima etapă (2018 – 2027) fiind prevăzută achiziţia a 3.385 de platforme de transport, valoarea acordurilor cadru fiind estimată la 737 milioane de euro fără TVA.
