Ministerul Apărării Naționale a cumpărat în ultimii ani, prin compania Romtehnica, echipamente și tehnică militară în valoare de aproximativ o sută de milioane de euro. Unul din cele mai mari contracte a fost de aproximativ 20 de milioane de euro, bani alocați pentru a băga în reparații capitale turbinele Olympus de pe cele două fregate românești T22.
Compania de stat Romtehnica, controlată de Ministerul Apărării Naționale, este o societate strategică care importă (și exportă) echipamente și tehnică militară pentru Armata Română. În ultimii doi ani, prin negociere directă, a achiziționat stații și sisteme de comunicații în valoare de aproximativ 187 milioane lei (peste 38 de milioane de euro) de la compania americană Harris Global Communications.
Cel mai mare contract a fost semnat pe 16 decembrie 2021 și a avut o valoare de peste 67,2 milioane lei. De acești bani s-au contractat mai multe stații și echipamente radio de la Harris Global Communications.
Cu aproximativ o săptămână înainte de semnarea acestui contract, Romtehnica a mai atribuit un contract de peste 45 de milioane de lei pentru achiziționarea a șase stații Harris. Ceea ce înseamnă că pentru fiecare stație s-au plătit puțin peste 7,5 milioane lei.
Romtehnica, sub conducerea lui Nicolae Nasta, a semnat cu compania americană Lockheed Martin mai multe contracte pentru a achiziționa piese de schimb și subansamble specifice radarelor TPS-79 (R) Gap Filler.
În decembrie 2019 s-au cumpărat piese de schimb în valoare de peste 9,1 milioane lei. Apoi, în mai 2021, s-a mai semnat un contract de 12,3 milioane lei. Ultimul contract a fost atribuit în decembrie 2021 și a avut o valoare de peste 7,1 milioane lei. În total s-au cumpărat piese de schimb pentru radare în valoare de 28,5 milioane lei, echivalentul a 5,8 milioane euro.
Tot de la Lockheed Martin s-a cumpărat un radar mobil cu distanță mare de descoperire TPS-77 în valoare de 73,7 milioane de lei. Valoarea cumulată a contractelor primite de Lockheed Martin este de aproximativ 21 milioane de euro.

Curtea de Conturi au concluzionat că a fost vorba de „slaba colaborare între instituțiile românești în ceea ce privește cauzele nerealizării programului de offset, ceea ce a condus în final la o lipsă de responsabilizare a factorilor implicați”.
